2025 Housing Legislation
Housing is still a hot topic in the 2025 legislative session. The following bills were pre-filed, and the Rental Housing Association of Washington has already indicated that they will be filing additional bills before the session is through.
Housing Purchase/Sale
1081.pdf - Requiring home sellers solicited off-market to be given the opportunity for an appraisal and allowing them to terminate the sale contract within a certain time thereafter.
Landlord/Tenant
1088.pdf - “Harmonization” bill that would create a landlord-tenant law taskforce and standardize laws throughout the state.
1089.pdf - This would speed up the eviction process.
1099.pdf - Rental Housing Association of WA’s alternative to rent control, this would create a tenant assistance program (80% of AMI or less, housing cost burdened) for those in temporary need of assistance.
1217.pdf - Rent stabilization bill, capping rent increases at 7% per year with 180-days notice.
Development
1096.pdf - Allowing administrative lot splitting for middle housing development.
1010.pdf - Allowing rural ADUs, one per lot, up to 1296sf.
1029.pdf - Authorizing 3D printed building construction.
