ADU Codes Around Washington

To comply with HB 1337 updates, King, Pierce and Snohomish Counties as well as the cities within their urban growth areas (UGAs) will be required to update their codes by June 30, 2025.

King County

Bellevue - Group Architect has a great summary of the current changes that are happening in Bellevue. Their planning commission agendas will be what we need to watch to keep up to date.

Kenmore - The Kenmore planning commission began talking about adopting the middle housing bills at their January 7, 2025 meeting. There will be an upcoming joint planning commission/City Council meeting on January 27th where housing will be discussed. The agenda packet, along with links to the housing-related items can be found here.

Kirkland - City Council had a presentation and study session with Staff during the January 7, 2025 meeting (starting just after the one hour mark). The next meeting is tentatively scheduled for February 27, 2025. To stay up-to-date on the changes, you can subscribe to housing emails.

Seattle - Released last year, the One Seattle Plan has had a number of updates. The most current version is part of the February 5th, 2025 agenda for the Committee on the Comprehensive Plan. The full plan website is available here.

Snohomish County

Edmonds - In 2024, Edmonds updated their code to allow two ADUs per lot and comply with the code updates for HB1337. The setbacks are fairly large, with the smallest being 10’ from the back property line (twice what Seattle requires). During their January 7th, 2025 meeting, council was given a presentation on the housing laws 2019-2024 (p. 172) passed by the state legislature, and an update on their compliance. Edmonds has yet to incorporate HB1110 into their code. Planning board discussed the same topics (p. 16) on January 22, 2025. Planning commission meetings on February 26, March 26 and May 28 will discuss the updates.

Bothell - Page 22 in the housing component for Bothell’s Comprehensive Plan Update specifically includes direction to encourage ADUs by easing regulations and streamlining permits. On January 15, 2025 (just after the 50minute mark) the Planning Commission was presented with a draft of the Housing Action Plan, which includes promoting ADUs. Bothell has a joint City Council/Planning Commission meeting on February 18, 2025 to discuss the Housing Action Plan.
